பட்ட மேற்படிப்பு படித்த பின் 2 அல்லது 3 ஆண்டுகள் கிராமப்புறங்களில் காலவரைமுறை ஊதியத்தில் பணி புரிய வேண்டும் என்ற தமிழக அரசின் திட்டம் வேறு

மத்திய அரசின் திட்டத்திற்கு தான் எதிர்ப்பே தவிர மாநில அரசின் திட்டத்தை யாரும் எதிர்க்க வில்லை. அது சீரிய முறையில் நடந்து கொண்டிருக்கிறது.

ஒரு மருத்துவர் வெறும் நான்கு மாதங்கள் மட்டுமே ஒரு நிலையத்தில் பணி புரிய முடியும்.	மருத்துவர் விருப்பபடும் வரை அதே நிலையத்தில் பணிபுரியலாம்

ஏற்கனவே ஒரு மருத்துவர் பணி புரியும் இடத்தில், அந்த மருத்துவருக்கு பதிலாக (அதாவது அவரது வேலைக்கு ஆப்பு வைத்து விட்டு) நியமணம்	இந்த திட்டத்திற்காக கடந்த ஆண்டுகளில் சுமார் 800 பணியிடங்கள் புதிதாக உருவாக்கப்பட்டுள்ளன
வருங்காலத்தில் அரசு பணிக்கு மருத்துவர் நியமனம் தடை அல்லது மிகவும் குறைக்கப்படும்	தமிழ்நாடு தேர்வானையம் (டி.என்.பி.எஸ்.சி) மூலம் நியமனம் தொடர்ந்து நடைபெரும்
சட்டீஸ்கர் முதல் சம்பல் பள்ளத்தாக்கு வரை எங்கு வேண்டுமானாலும் நியமனம்	பணியிடங்கள் தமிழகத்திற்கு உள் மட்டும்தான்

2. பிற தொழிலதிபர்களின் மகன் / மகள் மற்றும் அரசியல்வாதிகளின் மகன் / மகளும் இந்த குழுமத்தில் அடக்கம்

3. ஆசிரியர்கள், விவசாயிகள், பிற அடிப்படை தொழிலாளிகளின் மகன் / மகள்.

இதில் முதலாவது வகையினர் (சுமார் 10 சதவிதம்) எம்.பி.பி.எஸ் முடித்த உடன் தங்களின் சொந்த மருத்துவ மனைகளில் தொழிலை ஆரம்பிக்கலாம்

இரண்டாவது ரகத்தினர் (சுமார் 10 சதவிதம்) வெளிநாடு செல்ல முயல்வார்கள்

மூன்றாவது தான் பெரும்பாண்மையே (80 சதவிதம்). இவர்களுக்கு தேவை அரசு வேலை.

இப்பொழுது மத்திய அரசின் திட்டத்தை ஏன் அனைவரும் எதிர்க்கிறார்கள் என்று எளிதாக புரிந்து கொள்ளலாம்

முதல் இரண்டு பிரிவினரும் படிப்பு முடிந்த உடன் பணிபுரிய மருத்துவமனை அல்லது கடவுச்சீட்டு தயாராக உள்ளது. அவர்களை பொருத்தவரை இந்த திட்டத்தினால் அவர்களில் வாழ்க்கையில் ஒரு வருடம் வீணாகிறது. இவர்கள் எதிர்ப்பது ஒரு வருடம் கூடுவதற்காக

மூன்றாவது பிரிவினரின் நிலை முற்றிலும் வேறு

இதில் பெரும்பாலனவர்கள் கல்விக்கடன் வாங்கி படிப்பவர்கள்.
அவர்களின் பெற்றோர் ஓய்வு பெற்றிருப்பார்கள் அல்லது ஒரு வருடத்தில் ஓய்வு பெறும் நிலையில் இருப்பார்கள்.
அவர்களுக்கு குடும்பத்தை சுமக்க வேண்டிய கட்டாயம் இருக்கும் . (12ஆவது வகுப்பு வரை கூட படித்த பக்கத்து வீட்டு மாணவன், அப்பாவின் அலுவலக நண்பரின் மகள், சித்தப்பா மகன் அனைவரும் வேலைக்கு சென்று இரண்டு வருடமாகி, கார் வாங்கி, வீட்டிற்கு பணம் அனுப்பி, கடன் வாங்கி வீடு கட்ட வானம் தோண்டிவிட்ட நிலையில்) இவர்கள் அரசு வேலையை எதிர்நோக்கி இருக்கிறார்கள்.

மத்திய அரசின் திட்டத்தினால் அரசு பணியிடங்கள் சுமார் 35,000 வரை (இந்தியா முழுவதும்) ரத்து செய்யப்படுகிறது. எனவே இவர்களால் அரசு வேலையில் சேரவே முடியாது.

இந்த பிரிவினர் மத்திய அரசின் கட்டாய திட்டத்தை எதிர்ப்பதன் முக்கிய காரணம் படிப்பு காரணம் ஒரு வருடம் கூடுவதோ, அல்லது கிராமப்புறங்களுக்கு செல்லவேண்டும் என்பதோ அல்ல. பணியிடங்கள் ரத்து செய்யப்படுவதால் அவர்களின் வேலை வாய்ப்பு பாதிக்கப்படுவதே மூன்றாவது பிரிவினர் மத்திய அரசின் திட்டத்தை எதிர்க்க காரணம்.

1 வருடம் வேலை செய்ய மாட்டேன் என்று கூறியவர்கள் 3 வருடம் வேலை செய்ய சம்மதித்தது ஏன்
ஏனென்றால்

1. தமிழக அரசின் திட்டத்தால் பணியிடங்கள் அழிக்கப்படவில்லை. மாறாக கடந்த சில வருடங்களாக சுமார் 800 பணியிடங்கள் கூடுதலாக உருவாக்கப்பட்டுள்ளன. மேலும் கடந்த இரண்டு வருடத்தில் சுமார் 3200 மருத்துவர்கள் கால முறை ஊதியத்தில் நியமிக்கப்பட்டுள்ளார்கள்

2. இரண்டு / மூன்று வருடம் கழித்து விருப்பப்பட்டால் அரசுப்பணியில் தொடரலாம்

3. சுமார் 20000 வரை மாதம் சம்பளம். வருடாந்திர ஊதிய உயர்வு உண்டு. ஆறாவது ஊதிய குழுவின் பரிந்துரைகள அமல்படுத்தப்பட்டபின் 25,000 வரை ஊதியம் அதிகரிக்கலாம்.

4. இரண்டு / மூன்று வருடம் வரை ஒரே இடத்தில் வேலை செய்யலாம். வெறும் நான்கு மாதம் மட்டும் ஒரு இடத்தில் வேலை பார்ப்பதால் உள்ள் நடைமுறை சிக்கல்கல் எத்தனை. அதிலும் எம்.பி.பி.எஸ் முடிக்கும் தருவாயில் உள்ள் பெண்கள் - 22 வயதில் - திருமணமாகி சிலர் கர்ப்பமாக இருப்பது வாடிக்கை.

வயிற்றில் குழந்தையுடன் , தனியாக, பீகார் சென்று நான்கு மாதம் ஒரு ஊரில் தங்குவது என்பது நடைமுரையில் எவ்வளவு சிக்கல்களை உருவாக்கும்.

5. பிற்காலத்தில் அரசு பணியில் தொடர முடிவு செய்தால் வேலையில் சேரும் நாள் முதல் அரசு பணிக்காலம் கணக்கிலெடுக்கப்படும்.

இது தான் இந்த இரண்டு திட்டங்களுக்கும் உள்ள வித்தியாசம்

மத்திய அரசின் திட்டத்திற்கு எதிராக வீதியில் கோஷமிட்டவர்கள் , மாநில அரசு வேலை (அதே கிராமப்புரத்தில் உள்ள மருத்துவமனைகளுக்கு) வேண்டுமென்று நீதிமன்றம் வரை சென்று போராடியதிலிருந்தே தெரிந்து கொள்ளலாம் பிரச்சனை எதில் உள்ளது என்று ...

தமிழகத்தை பொருத்த வரை கிராமத்திற்கு போவதில் பிரச்சனையே கிடையாது. கிராமங்களில் உள்ள பணியிடங்களுக்கு தமிழ்நாடு பொது தேர்வாணையம் மூலம் நடத்தப்படும் தேர்வுகளுக்கு 5000 விண்ணப்பங்களுக்கு மேல் தான் வரும்.

அரசு வேலை வேண்டாம் என்று மறுப்பவர்கள் 20 சதவிதம் கூட இருக்க மாட்டார்கள். எனக்கு வேலை கொடு என்று வழக்கு உரைத்து வேலை வாங்குபவர்கள் தான் இங்கு அதிகம். இவர்கள் (கிராமங்களில் இருக்கும் சுகாதார நிலையங்களில் வேலைக்கு விண்ணப்பித்திருப்பவர்கள்) அனைவரும் கட்டாய கிராமப்புற திட்டத்தை எதிர்த்ததன் காரணம் என்னவென்றால் அது நிரந்திர வேலைவாய்ப்பை பாதிப்பதால்.

அதனால் தான் தமிழக அரசின் திட்டம் இரண்டு வருட கட்டாய பணியை வலியுருத்திய போதும் ஒரு எதிர்ப்பும் கிடையாது. பட்ட மேற்படிப்பு தேர்வு முடிந்த அடுத்த நாளே பத்து மருத்துவர்கள் பொது சுகாதார துறை இயக்குனரின் அலுவலகத்திற்கு வந்து வேலையில் சேர உத்தரவு கேட்டதிலிருந்தே உண்மை நிலவரம் என்ன என்பதையும் பிரச்சனை எது என்பதையும் புரிந்து கொள்ளலாம்.

இதில் சொல்ல வேண்டிய் விஷயங்கள் பல உள்ளது. மேலும் ஒரு இடுகை எழுதலாம் என்று நினைத்துள்ளேன். உங்களில் சந்தேகங்கள் / கேள்விகளை பின்னூட்டத்தில் கூறினால் அடுத்த இடுகையில் விடை அளிக்கிறேன்.

None of the junior doctors is averse to one year of rural service if it is treated as service and they are given full pay of Rs. 18,000 per month for Medical Officers, which is likely to go up to Rs.22,000 soon. It is not only the monetary loss, but the loss of hundreds of Medical Officer posts that has made them adamant in protesting against the government proposal to extend their internship by a year.

“The government is trying to cheat the entire doctors’ community by snatching away our posts in the rural areas surreptitiously by extending our study period by one year beyond five-and-a-half years. It proposes to exploit us for one year giving only Rs. 8,000 as stipend, which was not commensurate with salaries drawn by people in other professions of equal intelligence,” according to Guntur Government General Hospital House Surgeons Association general secretary Aswani Kumar.

The other major lacuna in the system they point out is slow shift of students’ preference from biological sciences to mathematics and physics.

Junior doctors question the government’s indecision in filling 969 posts for which they had advertised, though 4,000 candidates had applied.

This indicates MBBS graduates were ready to work in the rural areas, but the government was going back on providing facilities and appointing proper doctors, he opines.

“This rural service is only a ploy to abolish the Medical Officer jobs and even if we are posted what kind of training/experience the government expects us to gain when majority of 30,000 PHCs in the country were ill-equipped or unmanned?” they ask.

Junior doctors want the Government to give the degree certificate after five-and-a-half years and then appoint them in rural PHC to which they were agreeable and also another aspect they wanted clarification was on counting this for admission into the PG courses.

Currently three years of rural service or two years of tribal area service is counted for PG admissions for priority, they observed.

Union Health Minister’s recent statement was heartening though for the junior doctors as he had announced that one year extension rural service would be made optional.

MBBS students opposed to the mandatory one-year rural service rule say it takes nearly 11 years for a medical student to become a super-speciality doctor

ON THE WARPATH: The decision of the government on compulsory one year rural service is unilateral feel medicos. Mandatory one-year rural service rule for MBBS students has attracted hostile resistance from various quarters of medical education. While sceptics have questioned the professional commitment of doctors in turning down the rural service rule, the medical fraternity as whole has been quite unequivocal in brushing aside the move.

The central point around which the whole argument, against the issue, revolves is the fear that students would now have to pursue degree for one more year. The argument gets bolstered by the fact that it takes 11years for a medical student to become a super-speciality doctor. Needless to say, by this time, his counterparts in other fields would have made enough ‘dough’ to support family.

Unilateral decision

That the decision to introduce such a rule was taken unilaterally without consulting the stake-holders in the State has also rubbed many in the wrong way. Since medical education is a concurrent subject for Central and State Governments, the medical fraternity believes that a thorough study of ground realities should have been done before arriving at such a decision.

The question now is whether the medicos should not look a gift horse in the mouth?

“For the uninitiated, this may look as if the Government is doing everything but the medicos are not. Our State alone produces 4,000 medical graduates annually while the openings at primary health centres (PHCs) vary between 700 and 800. How are you going to utilise so many of them? A mere tweaking of MBBS syllabus is all it takes to adjust one-year service within the normal time-frame of a MBBS degree,” points out Dr. C.L. Venkat Rao.

‘Illogical’

The opposition from the undergraduates from all the medical colleges in the State has been vociferous to say the least. Even the State chapter of Indian Medical Association has denounced the move by terming it as ‘illogical’. “Have they conducted any kind of studies in South East Asian countries, Europe or even USA? What service the medicos would provide when there is no infrastructure at PHC level?” asks president of State chapter of IMA Dr. E. Ravinder Reddy.

To relate to the travails of medical students, one must understand the timeframe of undergraduate, post-graduate and super-speciality courses. The MBBS degree is a five-and-a-half year course which includes one-year house surgeon course. In this one-year house surgeon course, the medicos have three months mandatory rural service at PHCs.

“Post-graduate and Super PG degrees are five more years. If you take out six months for preparation, then it adds to 11 years. That’s the reason why, number of students appearing for EAMCET medical stream are decreasing. Everyone knows that there are several other avenues to make quick money. So who will pursue medicine?” asks Y. Gautham, president for AP Junior Doctors Association, Gandhi Medical College, who attended the Sambasiva Rao committee meeting, held at Tirupati recently.

After vociferous reactions, the Union Health Ministry set up the Sambasiva Rao committee to collect ‘reactions and opinions’ from the stake-holders in all parts of the country.

The proposal to increase the course tenure by a year, apparently aimed at improving rural health services, is disadvantageous to the students, says Dr. G. Sunita Subramanyam, Principal, SVMC.

That the monthly salary of Rs. 8,000 proposed to be paid to them during the tenure is on the lower side is another refrain.

“I feel that focus should first be laid on improving infrastructure in the PHCs and creating the working ambience before considering such a proposal. In the absence of proper facilities for blood transfusion and other essential requirements, the medicos may not be able to handle the cases independently.

Meanwhile, the proposal to introduce one year compulsory posting of fresh medical students in rural areas is being met with stiff resistance at Sri Venkateswara Medical College, Tirupati.

In fact, SVMC was among the 12 medical colleges in the country and the only one in Andhra Pradesh toured by the High Level Committee. The committee was appointed by the Directorate General of Health Services (DGHS), New Delhi to collect opinion from the students, academicians, parents and the community at large.

The five-member team led by R.Sambasiva Rao, Additional Director-General, DGHS, with three doctors and an Under-Secretary as members, closeted with a cross section of the fraternity including undergraduate students, house surgeons, medical practitioners and social activists at the college premises on December 1.

As it was the only occasion to voice their concern, students from across the State i.e., Siddhartha (Vijayawada), Gandhi (Hyderabad), Kurnool, Guntur, Andhra (Vizag), Rangaraya (Kakinada), RIMS (Kadapa) and Narayana (Nellore) medical colleges attended the meet in large numbers and gave their opinion in the negative.

Apart from several faculty members and parents, over 600 students submitted their representations to the team, expressing their resentment at the move.

The medicos had sat on a strike a couple of days ahead of the team’s visit, but the agitation was subsequently dropped on getting convinced that the team was here only to ‘collect opinion’ .

Vaccination

All vhns should lift the vaccine before 8 am as per rule.
They should be in the vaccination area from 8 am to 4 pm and come to the phc only after 4 pm.
The vaccines should be lifted only on the day of vaccination [Wednesday] and not on the day before as convenient for the vhn
The return of vaccine carrier should be on day of vaccination [Wednesday] evening itself only after 4pm
Don’t allow the vhns to record the lifting time of vaccines as after 8-30 pm and the returning time as before 4 pm.
The vaccine carrier should not be allowed to be taken to the vhns home or be kept in other private places known to the vhn And returned on the day of her convenience
The vaccine carrier is a Government property and should be in safe custody
Check your ILR .DEEP FREEZER daily on your own and record the temperature in the temp record register.

Material management

Write clearly in the O.P ticket, Drug and Injection tokens.
Do not refer any patient without a referral slip duly signed by you. It is better to make a note of the details of the patient in your nominal register including the address.
Technically competent persons who can dispense drugs in the phc of course medical officer and Staff nurse pharmacist anm vhns shn H.I. lab asst
Hospital worker, CCW, FNA , MNA, S.W. driver do not have legal right and technical competency to Dispense drugs.
When the pharmacist is on leave, the local vhn can be deputed for giving either drugs or injection and the anm or staff nurse can do the other work. Hospital worker CCW, FNA , MNA, S.W. driver should not give drugs. It is a criminal offence and the medical officer will alone be held responsible. .

The pharmacist .hospital worker CCW, FNA , MNA, S.W. driver lab asst do not have legal right and technical competency to Dispense injections. When the ANM or STAFF NURSE is on leave then the local area vhn or other vhn can deputed to give injections.and they cannot deny it.
Under no compulsion or force shall another person be it a qualified private staff nurse or anm, should be allowed to give injection or drugs in the phc. It is a criminal offence and the medical officer will alone be held responsible
In case if only the pharmacist and the medical officer are alone in the phc and there is a need to administer injection then you give the injection and not the pharmacist.
If any problem [nerve palsy. Shock. Death ] arises when injections are given by incompetent person including the pharmacist the medical officer will alone be held responsible

Stocks, vaccines and reports

Always read the contents or data in reports or letter or vouchers for that matter even a bit of paper before signing in it.
By signing a report or letter it is meant that you know about the contents and you have verified them, cross checked them and is bound by law for the data and contents you submit.
The report may be prepared by your subordinate but after signing it you are alone responsible for it and you cannot point the fingers on the person who prepared it and escape.
It is better to get side initial from the person preparing the report [PHARMACIST H.I. VHN.SHN OR LAB ASST] before you sign it. Then both the person who had prepared report will also have half the responsibility.
For Heaven Sake avoid signing in Empty reports
Check your main stock especially drugs vaccines and instruments periodically every month and at least every three months. As per rule sub stock should be checked daily. The pharmacist and anm have the responsibility to show the stock when the Medical officer asks them to do so.
Check Vaccine Stock Every Thursday. Remember that Vaccines are very difficult to replace. Always Check the expiry date also
Do not trust any body in matters of stock and money. You will alone be held responsible for the shortages and you will have to pay Recovery amount if you sign the registers without actual physical verification

Basic tips for new medical officers

Man management

The medical officer is the boss of the PHC.
He/She is responsible not only to conduct op but also to control his/her staff
You have two duties – One Medical and the second Officer. Keep in mind clearly that you have an Officer Duty Also
He/She is answerable to the superiors for the acts of his/her staff
He/She shall not obey the request/ideas/ORDERS of his/her subordinates.
He/She shall issue orders to his/her staff and they (subordinates) shall obey the orders.
Even if a medical officer acts by the ADVICE of his/her staff, He/She alone will be held responsible for the outcome of the action and not the Person who gave the advice. Keep in mind that the subordinates will escape
Do not have close relationship [friendly or brotherly or sisterly !!! or any other ] with your subordinates. Relationships include Friendly, Brotherly or Sisterly (Hope you know what happened to the அண்ணா அக்கா பாசமலர்கள் in your college in due course) or intimate sexual relationship.
You are an officer and they are your subordinates and should obey your instructions. Its so simple and nothing more than that. The more close relation you maintain the more tough it becomes to manage and control them
Do not trust your staff completely. Always keep a doubtful eye in them.
Even though you are an officer, do not scold or find fault with your staff in front of third persons and especially in the field. Always talk about their mistakes inside the PHC. The Best option is noting that down in the review register along with review minutes
Do not talk with a staff of opposite sex without a third person in that room.
Do not allow any one to sit in the medical officer room
The only time your staff can sit before you is the review meeting
Do not entrust your PERSONAL WORK to your staff.
Don’t listen to comments by your staff about your co medical officers [even if you have personal hatred against the doctor] The same person who comments about the other person will speak about you in your absence.
When you have misunderstanding with your co.med officer, speak directly to him /her and to the best possible effort resolve the issue immediately.
Don’t speak about your indifferences to your subordinates, this will work as a dividing method by the staff and Both the doctors will be the end losers
If you cannot resolve the dispute among yourselves please contact senor medical officers (not the DDHS !!) or association for intervention. If you are both from the same college, better contact a college senior who is known to both of you.

MADURAI: The Doctors' Association for Social Equality has urged the State Government to abandon its move to create patient welfare societies in primary health centres, saying it would lead to levy of user charges and generate scope for commercialism and corruption.

Talking to reporters here on Saturday, general secretary G. R. Ravindranath lauded Chief Minister M. Karunanidhi's statement that the primary health centres would not be privatised. But, he pointed to some paragraphs in the Government Order that had mentioned levy of user charges.

The provisions made by the National Rural Health Mission for registered societies were "threatening" and could lead to privatisation of the primary health centres in phases, he said.

Funds allocation

Dr. Ravindranath alleged that the Government was planning to hand over maintenance of the centres to the societies.

"The Rs.30-crore grant from the Central Government should go through the State Governments, and the funds should not be given directly to the primary health centres," he said.

Empowering the societies to appoint medical and paramedical professions on a contract basis, he said, would run counter to the ruling Dravida Munnetra Kazhagam's election manifesto.

Dr. Ravindranath suggested that the Government create a fund and encourage donors to contribute to it, instead of giving money directly to the societies.

Government and private doctors attached to the Doctors' Association for Social Equality (DASE) staged a demonstration here on Sunday. The urged the authorities to take action against two health inspectors, who allegedly misbehaved with doctors in separate incidents recently.

The agitators said Thangavel, a health inspector, was said to have talked in a threatening manner to Sreenivasan, medical officer at Pandaranvilai Primary Health Centre (PHC), on the PHC premises. Similarly, Terrance, another health inspector, reportedly used unparliamentary language against a government doctor, Pradeep, during a review meeting held at Pudukottai PHC, recently.

The DASE members asked the authorities concerned to take departmental action against the "erring" health inspectors, at the earliest. About 50 doctors took part in the agitation.

தமிழக அரசின் பொது சுகாதார துறையைச் சேர்ந்த அதிகாரிகளும், மருத்துவர்களும், இதர களப்பணியாளர்களும் இத்திட்டத்தில் முனைப்புடன் செயல்பட்டுக் கொண்டிருக்கையில் ஒரு சில சுகாதார ஆய்வாளர்கள் (Male Multipurpose Health Worker is called as Health Inspector in Tamil Nadu) இப்பணியை ஒழுங்காக செய்வதில்லை.

பணியை ஒழுங்காக செய்யாதது மற்றுமன்றி, கீழ்க்கண்ட கருத்துக்களையும் பொது ஆய்வு கூட்டத்தில் தெரிவிக்கிறார்கள்

• “கொசு மருந்து ஊற்றும் பணி சுகாதார ஆய்வாளர்களின் வேலையே கிடையாது”
• “ஒவ்வொரு HSCக்கும் ஒரு மஸ்தூர் நியமிக்கப்படவேண்டும்”
• “எனக்கு கீழ் மஸ்தூர் ஒருவரை நியமித்தால்தான் இப்பணியில் ஈடுபடுவேன். இல்லையென்றால் செய்ய மாட்டேன்”
• “முடிவைத்தானேந்தல் மருத்துவ அதிகாரி பொதுமக்களிடம் மருந்து ஊற்றினோமா என்று நேரடியாக விசாரிக்கிறார்”
• “எங்களை யாரும் மேற்பார்வையிடக்கூடாது”

மேலும் சமுகத்தில் ஒரு உயர் பதவியில் இருக்கும் ஒரு மருத்துவரை கேவலப்படுத்தும் வகையில் தட்டி போர்டுகளை (2 Boards – one opposite to AVM Hospital and the other at the entrance to the collectorate) வைத்துள்ளனர்.

இவ்வாறு கருத்துகள் கூறப்பட்டபின் முடிவைத்தானேந்தல் மருத்துவ அலுவலர் ஈ.பிரதீப் பிரேம் குமார் கீழ்க்கண்டவாறு கூறினார் "நீங்கள் என் வீட்டிற்கோ மேடம் (வட்டார மருத்துவ அலுவலர்) வீட்டிற்கோ வேலை செய்யவில்லை. அரசாங்கத்தால் உங்களுக்கு நியமிக்கப்பட்ட வேலையை செய்கிறீர்கள். செய்ய முடியுமா ? முடியாதா ? முடியாது என்றால் எழுத்துமூலம் தெரிவியுங்கள். அதன் மேல் ஒழுங்கு நடவடிக்கை எடுக்க பரிந்துரைப்பேன்

அதன் பின் முள்ளக்காடு ஆரம்ப சுகாதார நிலையத்தின் கீழ் வரும் ஸ்பிக் நகர் துணை சுகாதார நிலைய சுகாதார ஆய்வாளர் திரு.மி.டெரன்ஸ் எழுந்து
"நீ யாருவே எங்களை கேட்க #$#$#$ (அச்சில் ஏற்ற முடியாத தகாத சொல்)... வெளிய வாவே... இந்த ஏரியாவ விட்டு எப்படி தாண்டுவ... எங்கவே போவே... தூத்துக்குடிக்கு எப்படி வருவன்னு பாக்கன்...

இது நடந்தபின் சில சுகாதார ஆய்வாளர்கள் எழுந்து மரு.பிரதீப்பை மிகத்தரக்குறைவான வார்த்தைகளால் ஏக வசனத்தில் திட்டி அவரை நோக்கி ஆவேசமாக ஓடி வந்தனர்.
நானும் வட்டார சுகாதார மேற்பார்வையாள்ர் திரு.P.T.நாராயணனும் "எல்லோரும் அமைதியாக பேசுங்கள்" என்றோம். உடன் முடிவைத்தானேந்தல் சுகாதார ஆய்வாளர் திரு. செல்வராமன் வட்டார சுகாதார மேற்பார்வையாளரை (BHS - சுகாதார ஆய்வாளரது மேற்பார்வையாளர்) நோக்கி "நீ எத்தன வீட்டிற்கு ஊத்துன, நீ யாரு என்ன கேட்க" என்று அவரை நோக்கி பாய்ந்தார். அவரை முள்ளக்காடு சுகாதார ஆய்வாளர் திரு பெரியசாமி தடுத்தார்.

சமுதாய சுகாதார செவிலியர் திருமதி பிரேமா முடிவைத்தானேந்தல் மருத்துவ அலுவலரிடம் "சார் நிலைமை சரியில்லை, please, வெளியே சென்றுவிடுங்கள்" என்று கூறினார். முள்ளக்காடு மருத்துவ அலுவலர் மரு.பிரதீப்பை பாதுகாப்பாக வெளியே கூட்டி சென்றார்.

அதன் பின் சுகாதார ஆய்வாளர்களில் ஒரு சிலர் எழுந்து கத்திகொண்டு இருந்தனர். ஒரு சிலர் “மருந்து ஊற்ற முடியாது, வேனும்ணா டிஸ்மிஸ் பண்ணுங்க” என்றனர். ஆய்வுக்கூடத்தை விட்டு வெளியே சென்றனர்.

சுகாதார ஆய்வாளர்கள்
1. எழுந்து நின்று கத்தியதாலும்
2. மருத்துவ அலுவலர் ஒருவரை நோக்கி தகாத வார்த்தைகளால் திட்டியதாலும்
3. மருத்துவ அலுவலர் ஒருவரை மிரட்டியதாலும்
4. அவர்களின் மேற்பார்வையாளர் (BHS) நோக்கி உடலால் தீங்கிழைக்கும் நோக்கில் முன்னேறியதாலும்
5. ஒரு சிலர் ஆய்வு நடத்தும் அதிகாரியின் அனுமதியின்றி வெளியே சென்றதாலும்
6. “எங்காளால் இப்பணியை இனிமேல் செய்ய முடியாது” போன்ற அரசு விதிகள் மற்றும் அரசின் கொள்கை முடிவுகளை மதியாமல் பேசியதாலும்
7. மேலதிகாரியை மதியாமல் பேசியதாலும்
கூட்டத்தை தொடர்ந்து நடத்த முடியாத சூழல் ஏற்பட்டது. எனவே கூட்டம் ஒத்தி வைக்கப்பட்டது

The Health Inspectors has told comments like

“கொசு மருந்து ஊற்றும் பணி சுகாதார ஆய்வாளர்களின் வேலையே கிடையாது” (AL work is not the work of Health Inspector).
“ஒவ்வொரு HSCக்கும் ஒரு மஸ்தூர் நியமிக்கப்படவேண்டும்” (A mazdoor should be nominated for each Health Sub Centre).
“எனக்கு கீழ் மஸ்தூர் ஒருவரை நியமித்தால்தான் இப்பணியில் ஈடுபடுவேன். இல்லையென்றால் செய்ய மாட்டேன்” (I will carry out AL (Anti Larval) work only if a mazdoor is nominated under me.)
“முடிவைத்தானேந்தல் மருத்துவ அதிகாரி பொதுமக்களிடம் மருந்து ஊற்றினோமா என்று நேரடியாக விசாரிக்கிறார்” (MO PHC (Medical Officer Primary Health Centre) Mudivaithanenthal is enquiring the public as to whether we have carried out AL Work)
“எங்களை யாரும் மேற்பார்வையிடக்கூடாது” (We should not be supervised)
“நாங்கள் வேலை செய்தோமா என்று மக்களிடம் விசாரிக்க கூடாது” (The medical officer should not enquire from the public whether we have worked)
“நாங்கள் ஐந்து மணி வரை ஏரியாவில் இருந்தோமா என்று விசாரிக்கக் கூடாது” (The MO should not enquire whether we had worked till 5 PM )
“ஐந்து மணி வரை எங்களை வேலை செய்ய சொன்னால் வெறும் ஐந்து வீட்டிற்கு மட்டும் ஊற்றுவோம் பரவாயில்லையா?” (If you insist that we work till 5 PM then we will carry out AL work for 5 houses only)

When such comments were told by the health inspectors, Dr.Pradeep has asked them to give it in writing. It is reported that one Health Inspector of Mullakkadu PHC, Mr.N.Dharance had told

“நீ யாருவே எங்களை கேட்க #$#$#$ (அச்சில் ஏற்ற முடியாத தகாத சொல்)... வெளிய வாவே... இந்த ஏரியாவ விட்டு எப்படி தாண்டுவ... எங்கவே போவே... தூத்துக்குடிக்கு எப்படி வருவன்னு பாக்கன்....” (“Who are you to ask us $%$^ (unparliamentary filthy word) Come out … I will see how you come out of this area. Where will you go. I will see how you can come to Thoothukudi”)

This is highly regrettable and condemnable. The Health Inspectors have told that they will not obey the Government Orders and have acted against the government policy and also against public Health. A subordinate staff has threatened the medical officer right inside the Primary Health Centre in presence of Block Medical Officer, other medical officers, and other Health Inspectors.

If such a behavior is allowed scot-free, then we are afraid that no medical officer can conduct a review of staff in future.
